They do get IP banned. There's always static IP's and ways to get around it though. :/

they can track an ip address and keep it/remember it before it's changed. Unless they have a proxy server.

when you change your IP, diznee has no way to link the new IP to the old IP (except accounts, hurr, but hackers get around tat).

yes it was, just stick with the old IP address. no need to link with the new one.
